Guillotin, Joseph-Ignace (1738-1814)
Rare signed document by the namesake of the French execution devices
A French physician who proposed on 10 October 1789 the use of a device to carry out death penalties in France, as a less painful method of execution. Document signed “Guillotin”, 2pp, 7.25 x 12.0 inch, 1791 January 16. Document as President of the Health Committee of the National Assembly, requiring a return of information on medical personnel and facilities for the Department of the Rhone and Loire. In French, printed with a holograph postscript. Stains to lower third and associated wear to edges. This document was signed a little over a year after Guillotin had first suggested in the Assembly the use of the machine that came to bear his name, in October 1789, and a little over a year before the first such execution was carried out, in April 1792. As is well known, Guillotin himself opposed capital punishment and was greatly distressed that his name should become synonymous with a form of execution, the present document being more typical of the work for which he would have preferred to have been remembered. Guillotin had been appointed head of a special Health Committee within the National Assembly comprising thirty-four members, including seventeen physicians, in 1790. His committee proposed a nationwide public health organisation of arrondissement health councils, or boards of health, invested with their own power of policing medicine, pharmacy and public health, as well as proposing the establishment of a medical civil service; among the duties of these boards of health would be the prevention and control of epidemics, research into hygienic conditions, the preparation of medical topographies, care for the poor, maternal and child protection, mass inoculation campaigns and the gathering of statistics. Excellent and rare autograph.

In full: “Dear Proctor, This is just a note to thank for the very gracious comments you made in your letter of July 21.I cannot qualify as an expert on economic issues, but the letter you wrote to President Yeltsin last September made a great deal of sense to me. A tribute to your Bohemian Grove speech on July 25, 1984 is that it reads as well today as it did then. We sometimes forget that the nation that produced Stalin in the 20th century gave the world Tolstoy, Dostoyevsky, Pushkin and Tchayskovsky in the 19th century. Your are one of the view who recognized early on how much the Americans and Russians have in common. To supplement your outstanding photographic coverage of the former Soviet Union, I am sending you, under separate cover, an inscribed copy of my book, Seize the Moment, for your personal library. With warm regards, sincerely,” Two mailing folds, otherwise mint condition.
